OMG. Perfect.
In truth, Cheney's approval rating is 18% (according the last month's WaPo poll). But according to that same poll, it means he is less popular than Michael Jackson, O.J. Simpson, and even genocidal mass-murderer Joseph Stalin.
The remark was so, so good to hear, though. Go Harry!
think Harry's 9% figure is right -- Reid is probably accounting for the people that Cheney is applying testicle torture to so they approve of him in the polls. Those people don't count.
