Not necessarily. There are proven links between the US drug trade and terrorist organizations (Taliban and Hezbollah for startes).
Not to mention we could even call street gangs 'terror organizations' -- although they only seem to care about fighting each other. Gangs are often at the forefront of the drug trade... and who can doubt that a drive by shooting isn't an act of terror??
there are also proven links between the US drug trade, terrorist organizations and black bag intelligence operations. drugs are a convenient international currency for unauthorized arms deals with off-the-map warlords, for example.
having witnessed my share of drivebys, i think it's quite a different order of business than death squads, IEDs and drills to the head...
