Bush is threatening to veto the Water Resources Development Act. The bill contains $2 billion to help preserve the Everglades. His veto threats have often been nothing more than bluster. The President has only used his veto powers four times. The WRDA passed in the House by 381-40; the Senate passed it 81-12. Bush is setting himself up for another political defeat.
